The inner wall of a water pipes has a negative charge. Scale (Calcium and silica) contained in water has positive charge properties. This attracts the scale to the inside wall with a negative charge where it adheres and accumulates.
Applying a negative potential charge to the water molecules also induces a negative potential to scale and other dirt contained in the water. The induced negative charge strongly repels scale and dirt, preventing adhesion and removing any build-up that may have already accumulated on the negatively charged inner wall.
